When the Cold war ended in the early 1990s, Canada’s defence budget had been under pressure for years. Our attendant lack of spares and aging equipment put Canadian Forces men and women at risk. In order to get more “bang for fewer bucks,” the Buy Our Spares Smarter (BOSS) Programme was devised as an important part of the solution. It led to improved procurement and the transfer of the resulting cost savings to other urgently needed maintenance projects.

The BOSS Programme was floundering when Mike took the reins. It was no small challenge for a young civilian to rally 38 retired military people around the goal of saving money by adopting modern technology and analytics. In the 18 months he worked with us the team saved CAD $28 million looking at less than one percent of the defence spares inventory, tripling return on investment and gaining Auditor General recognition.
